The Minnesota numbers, and why your plate settles the argument
Minn. Stat. 169.71 sets 50% VLT on side and rear windows, with a 3% tolerance, and permits no light-reducing material on the windshield at all. North Dakota reads differently on every count: NDCC 39-21-39 requires at least 35% VLT on every window other than the windshield, with no darker allowance for the rear glass, and 70% on the windshield with non-reflective film permitted above the AS-1 line. Those North Dakota figures changed with HB 1340, effective August 1, 2025.
Minnesota does carve out exemptions. Rear windows of pickups, glass behind the driver in vans, hearses and limousines. A medical exemption is available with a physician's statement and expires within two years of being issued.
What governs your vehicle is the state on the registration, and Moorhead makes that less obvious than it sounds. Students at MSUM and Concordia often keep plates from wherever home is. Tri-College University lets them cross the river to sit in a class at NDSU, which puts a Minnesota-limit car in a North Dakota parking ramp every weekday.
