Tint on streets that have no shade yet
A neighborhood built in the last five years has five-year-old trees. Saplings staked in the boulevard, nothing wide enough to park under. That is most of Horace. Vehicles sit in open driveways from dinner until morning and in open lots at Horace High and Heritage Middle all day, catching sun from every angle with no canopy anywhere in the plat. West of town the land opens toward the Sheyenne River and the fields beyond it, so winter sun comes in low and flat across snow with nothing in the way.
The legal side is settled and worth stating plainly. North Dakota sets a 35% VLT floor on every window other than the windshield, front doors, rear doors and back glass alike, with no darker allowance for the rear. The windshield must be at least 70% VLT and non-reflective film is permitted above the AS-1 line. Those limits are in NDCC 39-21-39 and were changed by HB 1340, effective August 1, 2025.
That floor is why film technology matters here. If you cannot go darker, the only remaining lever on heat and infrared is what the film is made of.
